NetCraft already provides a "red-green" security bar, which flags web sites as possibly dangerous. It is good to see that Microsoft will be providing this security. The draft guidelines look like a due diligence list for a corporate acquisition. Vendors must verify legal existence, working telephone numbers, photos of the physical location, etc. My reaction to this is, why wait? Just download the free Version 2 of FireFox, and get the NetCraft toolbar.
